Transport and communication services carried out under the power of attorney of Nafia and the power of attorney of economics were given to the Ministry of Transport established by Law No. 3613 on 27 May 1939. The Ministry, whose name, structure and duties were changed with technological, economic and social conditions that developed over time, was finally organized as the Ministry of Transport and Infrastructure (MoTI) along with the Presidential Government System.

In MoTI, Directorate General of Communications (DGComms) is responsible for ensuring the coordination of the Intelligent Transportation Systems (ITS) sector’s stakeholders and studies, determining the national policy, strategy, targets and execution principles in this field and following their implementation. It leads the development of ITS applications in Türkiye in coordination with Directorate General of Highways, Turkish Republic State Railways, Information Technologies and Communications Authority, TURKSAT Inc. and PTT Inc.

The first national strategy document and action plan in the field of ITS was prepared by MoTI in 2014, and the updated strategy document and action plan, which will be a roadmap for the activities in the field of ITS, was prepared by DGComms and entered into force on August 5th, 2020. In this document, the national ITS vision is determined as “A human and environment oriented transportation system in Türkiye built with advanced information technologies” and its mission is determined as “To create a sustainable, productive, safe, efficient, innovative, dynamic, environment-friendly intelligent transport network which creates added value and integrated with all transport modes using latest technology while making use of national resources.” The document, in which the short, medium and long-term goals of ITS are determined, also includes strategic planning and implementation activities so that the systems to be installed can be designed to meet future needs.

MoTI aims to increase mobility, safety and security in transportation, decrease carbon emissions, ensure interoperability and integration in all its projects.

MoTI, which gives importance to the development of international relations in the field of ITS and the establishment of systems that can work together, is a member of the European Intelligent Transport Systems Association (ERTICO) and the C-ROADS Platform.
